Because of the returns for pristine, I've only asked people to provide the minimum mats for each type of adornment I've made so far. If you are dealing with a crafter who asks for the full amount of mats you are getting ripped off.
The problem isn't getting a few materials returned for treasured especially. The problem is the extreme rarity of powders you get when transmuting T7 treasured compared to fragments.

ATM, I have 300 T7 fragments with zero powders. I don't want or need any more fragments. I would trade fragments for powders 3 for 1 or better even. So asking for 8 or 10 treasured items is still what's needed to make a T7 treasured adornment - because I'm getting a powder only 1 in 8 of 10 transmutes for T7. It takes 8 to 10 transmutes to get what's needed to make a T7 treasured item. Who cares about the extra fragments, you can't use them for anything without the powders. I frequently go ten or more T7 transmutes in a row without getting any powders.

And what's worse is that a new HQ requires enchanted adamantine ore - I'm told it takes 12 pieces. Each of those 12 pieces must be made by a T7 transmuter, and requires 2 T7 powders. Trust me, that will take at least 100 T7 transmutes to get that many powders, and likely 1.5 times that number.

The situation is opposite for T6 btw, where I get powders on a 1:3 basis over fragments. I have too many T6 powders and not enough T6 fragments, so it's the opposite problem of T7, but with the same result.

They have the powder to fragment ratio screwed up across tiers and need to fix it. Then, yes I'd agree that prices and the number of items required to make T7 adornments can come down some.
