As it stands right now, 4.0 delay weapons on test pvp are displaying a 12% proc rate even with the 5.3 delay penalty for dual wielding instead of the 15.9% they should be at. To be clear about whats going on here, this only effects auto attack procs and triggers. Also this is a 25% variance right now from the 12% to the roughly 16% it should be at, not 33%.
Now that were all clear, my concern here is i haven't even heard anyone from SoE acknowledge the issue in any way. Breakdown in communication between company and clients. Is this intended? Are they aware and understand it? Are they working on it? no idea...
To be constructive please /testcopy and take a look at the proc rates with the /weapon command and your parser. Then compare that to live, and get the info where it needs to go. /bug /feedback
