So with the really nice 4.0 delay weapon's getting haste up as high as possible will be essential right? Well if a that is not an option are the 2.0-2.5 delay weapon's going to be the better suited option at this point? Just wondering. Peace.

Not minding the DW changes. Managed to get 3k on Herald of Wuoshi last night with raid dps of just under 39k

It's gonna be hard to compare personal dps from pre 38 to post 38. If your raid includes any of the classes that boost dps with the new raid wide buffs (brawler, sk, etc), this will increase personal dps. In addition, all the new raid wide buffs should increase overall raid dps. Assuming you do the same percentage of your raid dps, this will also increase personal dps.

they really upped the proc % with my lucanic sabre and im sure most other 4sec delays, i don't mind this change that much tbh

That is due to it calculating the proc rates from a 5.3 second actual delay.

I did notice more procs, and I assume my dps went up some, but not "wow" or anything like that. Dps increase was not really that noticeable. But only been on one raid will see what happens.

anyway, my question was, any of you guys changing your CA order or using different tactics with this change? or is it business as normal?
