Let me say once again ... Fuck Rangers. I giggle when they get nerfed. You lose all respect from me when you WHINE and call it a nerf when they fix a damned bug. Not to mention fabricating this BS about assassins getting insane parses all of a sudden. Listen, if DW is that great now, why don't you move into melee range and work for a living?

Don't diss all the rangers. There's a lot of good ones who are cool. It'd be nice if they did more CA damage instead of it being so much auto-attack/procs

It sounds like there is a proc mechanic that is a little off is all. But keep in mind, other classes with long delay weapons (like Rangers with bows) have enjoyed really good procs for a long time now.

You're dumb. Rangers do not enjoy really good procs like the DW procs are. In case you didn't know, long delay weapons ALREADY HAVE A PROC PENALTY. Newsflash, it's existed for a long time, nobody's posted about it because it hasn't been a big deal. But now that there is no equivalent penalty for long delay DWs, you end up with a problem. What to do about it. Do you remove the long delay penalty? Or do you apply a penalty to the "long, but not quite as a long" delay weapons as well?

Theres a penalty when you equip an off hand weapon now too, not sure about details or if its just for poisons or if its working at all. Can clearly see it though when you look at your poison proc w/out the off hand weapon

Clarification on procs:
Poisons: Will proc only off swings by your main hand weapon (and CAs)
Item Inherent procs: Will proc from both main- and off-hand. Procs on main-hand weapons can proc off CAs while off-hand weapons cannot.
Adorns: The same as Inherent procs.
Buffs: Same as poisons.
As far as I'm aware there are no modifiers, it is a yes/no does it proc/doesn't it situation.

To confirm what Calaglin is saying, he and I spoke about this for a while the other day (and Cochy too, but Cochy didn't contribute!). Proc modifications, at least the Assassin 7 bonus for sure, scale down with higher delay weapons.
With no weapons, my poison read 7.4
With one 1.6 weapon, it read 8.0
With one 3.0 weapon, it read 7.0
With one 3.0 and one 1.6, it read 6.5
With one 4.0, it read 6.5
With two 4.0, it read 6.0
It didn't change the proc rate when I wasn't using my assassin seven bonus, but when I was, you could clearly see that it was modifying the bonus based on delay, rather than adding a straight 2.0 (10%) The longer my weapons (actual) delay was, the less bonus I got from my 7 set. At 5.3, it was only 1.0 PPM, half of what it would be if it didn't scale.

Yah, i have rangers in my guild and others I hunt with. Its a friendly rivalry. The sort of friendly rivalry where i tell them FUCK YOU and then giggle when they lose an advantage. Thats friendly, right? With the whiney rangers on here right now ... well i guess i say and do the same thing, but my intent is different.

This sounds like a bug. You might want to report it if you haven't already. Every post I've read from devs about the proc system is that they are supposed to always proc at the same rate (per unit of time on average) because they are normalized to weapon speed.
