it *definitely* says 9 mins when I mouseover decap after switching it in(with ring of 4winds and chest equipped) I'm also relatively certain that I've seen it go straight to 8 minutes with only the chest equipped. It's also macro'd on decap, but I find that playing from australia often macro's only take the 2nd step, or only the first unless I hit the macro multiple times. I also have the set bp and helm on hotbars anyway so I can switch it in for the 3set bonus when killing blade is up. Otherwise I use the synosure helm and linksteel.
