I didn't quote on how rare they are just how easy they are to acquire. If thats a problem please go delete your toon immediately.

Crushbone Tooth has been more rare for me than anything, got tired of running that thing cause I saw it drop 1 time in 30+ runs. I have seen death's trance more than that but each have there own luck.
Planar Orb is not very good IMO @ cap. There is better stuff, the DPS mod isnt good, AGI (wow thats hard to get), +4 pierce is the best thing about it but there are several Assassin class items including Adornments with this bonus. Up until you can get better items it is good but having something that adds a decent amount of STR is better than a proc thats gives you 130-150 average damage which is ""At Best"" 10 DPS ZW although it's usually only 7-8. Go look at your parse if you want. Best thing about it, its really easy to get, the collectibles (even rare) are extremely cheap and you can start wearing it at 62.
Why is having Crushbone better? I shouldn't have to explain this but will in your case. STR effects melee damage as well as CA damage and just think how many times these hit the mob as opposed to Furious Onslaught. Alot more if you know how to play your toon. For an example, +32 STR increases the max damage on Puncture Blade by 19 points on my toon. (which I'm not geared like the Queen Mary but rather in a position where there is a toss up between these two). Not to mention this increase is relative to the CA arts damage like Decap would be a larger damage increase with 32 added STR. But we'll keep it small and say you get 20 extra damage a sec which is reasonable estimate I would think. Waver if you will but there is no way it will dip below the alternative. Would you take the 20 DPS boost or the 10 DPS Boost?? Take a wild guess.
I Know there are several variables which don't come into account but 32 added STR in the case of someone in this place in the game would indefinitely see a DPS increase from STR over the Orb. Bottom line.
Another thing, There are NO Resists on this thing and I dont know about you but having resists is pretty important if you want to raid. Not as important as it once was, or at least overpowering but it does help. So in most raids you'll need to switch this thing out for something that gives you a decent resist total. I don't like using armor pierces since you want to keep your Mit up as well for Melee hits and some pieces (EoF Legendary and up still have decent resists as well as Mit) which your wearing still have decent resists on them. Jewelry is where I like to move things around. The 2 earring pieces you can get from the EoF collection have 24 STR at least and good AGI and STA on them. One has 740 resist in a few categories and the only about 460 I believe in 4 categories. In many ways better.
Against the Relic Hunter's Solitaire, I say there are pretty close. The +1 Melee Crit isnt a Huge bonus just like the +4 pierce. It's again a choice between STR or Proc. 24 STR is not a whole lot but in the sceme of things its better. Plus the Solitaire has other bonuses where the Orb lacks. My opinion Solitaire > Orb. If you devote some time, The Earring of League Guardians is even better because of the Crit bonus and by that time you have the Bracelet as well. I forgot about this one.
Don't get me wrong procs are a substantial part of DPS, but not at the expense of STR which adds more. There is a reason this is level 62 treasured item. Yeah for its level, it is nice but at 70 you should be getting better.
To the OP, the Planar Orb is no longer worth keeping except maybe in the Bank (if you have some sedimentary value on it).
