Why would you use Finishing Blow to complete a Heroic Opportunity?? My guess is it's a Effect CA, which is similar to a caster spell based CA in which the effect could be resisted by the mob. My guess anyways.
when spamming HOs you just use whatever is up lol to complete it lol, and like I said its most likely swindlers luck giving the "would not take effect" message
