Anyone able to give me a tip on how to make a Halfling Assassin? Do I betray as a Ranger or a Swashbuckler? Any other tips on the betrayal quest series or assassin tips in general are most welcome, too. Thanks.

Just make a Dark Elf.

You need to roll as a halfling ranger and then betray.

Dark Elf if obviously a nice race for any scout because of their overpowered racial traits, but halflings aren't that bad. :P
