Default does raising STR or Attack raise your crits chance...

and what is the point of the Attack rating anyway?

err...

ATK does raise your crit rate in some indirect way. the ATK value is calculated from your weaponskill and therefor determins your tohit-rate. more hits = more chance to crit something

Well like if your meele crit is 40. On average 40 of your 100 hit will be cirts. (if you don't miss any). Your Str and attack rating will not change that.

Anything that modifies "Melee/Spell/Heal Crit Chance" can raise your Crit chances, nothing else.
