i dont see why it wouldnt be affected as it's OUR buff who procs. It's like any other proc applied on someone else, like stoneskin, shield ally etc , it works on the owner stats not the target stats.
Would have it a difference , i would /bug it asap.

Wow, you guys are completely dumb. It doesn't matter what your stats are, it matters what the person procing it's stats are. They test each time it procs based on the buffee's stats, not the buffer's stats. Stoneskins that make the person cast it that it procs on work that way too. That being, Templar Stoneskin works that way, Dirge Stoneskin however does not because it is the dirge casting it as you can tell by having the dirge have it in their maintained spells window, whereas on the Templar it is in the target's maintained spells window.
But obviously you know more since you've looked at it! I mean, +Base Spell Damage bonuses wouldn't affect Apply Poison at all according to you, good thing it does, and it's bad-ass because it does, having a tic for 1.3k is pretty much amazing. But that wouldn't be possible if it used the buffer's stats of course.
But what does Shield Ally have to do with anything considering it's technically not a proc?

And in the same way, casting on a mage would increase madly the dmg of poison as it's based on int. Or it doesnt.
Shield ally it's a proc applied to ...an ally, that's same case no ? and it uses the caster stats not the target ones.
Stoneskin is a different issue, it's fixed chance of proc, and some specific buffs augment that % . Nothing to see with stats.
Lastly, use some logic. Who is casting the spell ? the target of it or the assassin ? me think it's assassin. As any buff, it's the caster stats that will affect the buff.
Now, i wait to see apply procing from low int tank and from high int mage, and check if there is a difference in proc chance and dmg.

When i apply toxins, its in my maintained spell window. I'm afraid I'm not followinf you pinky.
I'd still like to know how you know that the hemo aa line does not affect apply toxins. As I said before, I put it on a zerk the other night and had him read it from his buff window, and it said the exact same thing I saw when i examied the spell. same damage, same length between ticks, same duration. So, it looks to me like what matters is my stats when i cast the spell.
I'm not doubting you great one, just curious how you figured it out.

The buff is in your maintained spell window, and will be on the buff window of the person you have it on, but the actual damage proc effect will not show in any of your buff windows, and will show in the maintained spell window of your target.
