Yes because +Base Spell Damage doesn't affect Apply Toxins, no sir it doesn't.

Wait a second, I'm willing to 100p on any server that it does. Here's a sure-proof way to test it:

Find an Enchanter, cast Apply Toxins on them, have them melee some mob. Find out what it tics for. Now have them sprint down to below 30% with them having Volatile Magic. Notice how it will hit for 25% harder! Oh, and while you're doing this, notice how the tics are 6s apart!

Aight, I'm looking at parses from a couple of raids. My hemo was ticking every 0, 1, 2, or 3 seconds. Most ticks were at 2 seconds, and most likely the 0 and 1 second ticks were due to the proc over-writing itself.

The tanks ticked between 0 and 4 seconds, with 3 and 4 being most common. So, nobody had 6 second ticks, but the tanks were definately not ticking or procing as fast as I was.

I don't know what we just learned, but there's more info for ya. Once we get all of our epics completed, maybe i can get an enchanter to test the +spell damage thing with me on the wall in KJ.

asked a tank with apply toxins on him.
Tick was 2.3 sec (the enhanced hemo ),but the dmg were bit lower than mines (may be the +15% dmg wasnt applied ).
his dmg was 249 ,min 289 . Tho forgot to ask his int score at this moment.

It works off the tanks int not yours. Thus the lower numbers. Unless it was a crusader.
