The guy gives you another crow's coin while doing the epic quest, but I can confirm that also talking to the froglok in cl who gives the first sod quest will also give you another one.

All the walk throughs I see they say apparently need draconian language, can anyone comfirm that you do in fact have to have it?

Re the crow coin. I went in there with a tank and he did not have his crow coin on him from SoD. So, either its not required of the other group members, or it was good enough that he had it in the bank. He actually zoned me into the instance.

I'm pretty sure it works in bank, you certainly do have to have it because I tried zoning in without one and couldn't click the statue.
