basically when ever i kill Rhylinil i don't get the update/his head so i cant place the note. 7 days and 4 petitions now with no kind of assistance, so evidently I have to wait for a fix. /shrug

I don't remember getting an item drop from that mob, just killed it, got the update, then invised and clicked on the table.
