Yeah but depends on alot of your other gear too. For example if you're above 90% + crit then this is easily the best helm. However if it isn't then I might go with one of the others but the difference between them all in the zonewide perspective would just be neglible.
Although if you have one or more, then it wouldn't be since you can just swap Cursed Coil in when it's reuse is back up and so the Assassin one would be better since it's put to more use.
It's just dependant on your gear and what is available, for most people it's the best in both circumstances.

Now that you mentioned that, I'd like to say this is the situation with many other items too, in the end use your brain!
