Let's say if you or someone (ahem!) have 65% MCC and +200-300 CA, 60-70 haste, 15% DA (like the rest of ur more modest fellow assassins)

I heard rumours that dev is going out of their mind and gonna cap crit chances at 50-60%. Anyone else heard the same? (Disclaimer: I'm not spreading the rumour )

There's no +CA point where 4 MC is worth less than 75 CA, really. So Skittering > Insidious. Although if you need a third piece it isn't a *horrible* trade-off.

As for the other, Field Commanders is typically a better choice, although at 65% pre-proc and 15%, I'd probably use Insidious.
