I say buy. But then I went ahead and bought mine when they upped the drop rates in DoF zones, which was after we knew about the changes on test. If your attitude is to not buy a spell because it'll probably be worthless in a few months, you would almost never buy anything in this game. Every year they raise the level cap and most of your spells become useless. In 6 months, they're sure to do it again.
I wonder how long the spell would have to be useful for you to consider it worthwhile to buy? At any rate, the changes were scrapped. They will be back, but obviously not the specific changes they had, and I don't think anybody, either on flames or at SOE, knows right now how different things will be.
