The current SS says 'When *TARGET* uses a Combat Art, blah blah blah - Mobs don't use THAT many CA's, unless they changed it much :P
2x a minute is probably a decent increase.

Nerf was foreseeable although even with the nerf it is still far better than the Enchanted Dagger from avatars.

Typical shitty SoE wording, as I understand, it was tested and it does proc from the user CAs.

It works just fine. And yes, procs on Ranged CA's for those that are wondering.
Well, it had to be nerfed, the proc is just ridiculous overpowered.
I grouped with a Troubador and killed training dummys. Highest DPS I got out of it was 2775,20.
Also got a few 2500s, and a bunch of 1800/1900s. Average was around 1100 (killing dummy over and over, and not waiting for buffs between each dummy).
