2 piece bonus

So I get my 2nd piece of TSO fabled and im looking forward to wearing 2 pieces of VP with it but the -30 seconds on Mortal Blade doesnt stack. Stays at 1:30 with both sets instead of knocking it down to 1 minute. Anyone know if its broke or they just dont want it to stack and didnt change the wording?

1:30 is the minimum time you can decrease the ability to.

50% of the regular recast. For any ability.

it will stack if you don't take the end ability of your STR line (KoS AA)
as benji said, u can't reduce more than 100% your spell/ca recast, initial recast of mortal blade is 3mn, 2mn with Perfectionnist, 1mn30 with 2 pieces of KoS/TSO set, so it's allready cap
