I think you'll have to test this yourself to find which is better, tbh.
But in my experience, this is what i've found :
On an AE fight (raiding such as gynok) (or like any heroic instance) hemotoxin is better than caustic by a long stretch, especially with stamina line. This is because it is ticking on the mobs without being overwritten, allowing more damage than a single tick of caustic.
If you have alot of proc enhancers, then caustic could outparse hemotoxin, you'll just have to test it out in your raid set ups though (blessings - templar, and luck of the dirge - dirge, ancestry - mystic) are the proc enhancers, i THINK they all effect poisons.
If your bards in your raid have the t2 shard armor BP (might be able to get a t3 one), (or the t4 5 set) then that adds a proc chance enhancer to CoB and POTM (not 100% sure it effects poisons) but if it does, that'll give caustic a big boost too.
So basically, the more proc enhancers you have, the closer caustic gets to beating hemotoxin, you'll have to test the takeover point yourself though - except on AE fights, hemotoxin > all here.
Another point is - If you are fighting a mob with alot of avoidance, where hit rates are dire, then it might be an idea to just slap on hemotoxin. The reason behind this is, if you are missing the mob alot, atleast there is a hemotoxin ticking on it while you are repeatadley missing, which will allow it to fully tick before another hits - hence doing more damage than caustic.
