So why put a 2% max hp debuffer on Death Mark? It's on the mob for .2 seconds.
And after testing on an epic dummy. I put all my bleeding dots on, once they expired I was hoping the mob woulda been about 90% or so. As in, once the abilities expired, the max health increase wouldn't increase current hp. But that wasn't the case.
The dummy was at 98%, the dmg being only from the ca's themselves, nothing with the max hp %.
Obviously the answer is that they put the hp debuffer on death mark because they didn't think it through. Sad day.
It doesn't debuff the hp in the form of damage. If you test on several dummies which I have their mean HP being around 1 milllion hp ( Heroic dummy) The 10% debuff ( which you are right, is more like 8 % because deathmark procs almost instantly) does actually lower the hp to around 900k.. The HP on dummies varies for some reason so it was hard to get an exact number of HP it debuffed but every time it was roughly 60-100k hp. Though the there is no % change, the pool still decreases.
If people dont maintain the debuffs IE Overwriting them everytime it is possible, and not having them applied when the mob's hp is as high as possible means that when they are reapplied, they are still taking 2% hp each from the mob only.. now the mob has considerably less HP (from being dps'd by the raid in-turn lowering the effectiveness of them.)
the 1% debuff has been on deathmark for as long as the aa's been out, and addressing the amount it debuffs without considering that the duration of that spell on the mob makes the 2% hp debuff portion inherently useless is just par for the course. All in all though, Velious has made assassins pretty OP overall. 20% CB debuff 8-10% max HP debuff huge HP pool and not to mention king dps.
i tested this AA back in eof with grey mobs and in rok and it seemed to be giving back 2% hp. sounds like you guys might be using total hp to calculate hp returned? maybe killing blow is influencing your final calculations?
to op, yea mark is only on the mob for a short duration so in reality with killing blow an assassin is good for 10% - 13% of the epics hp.
He's in good company, some pretty experienced players thought that's how HP debuffs worked until a couple months ago too.
It's only weird if it doesn't work.
