    General
    Weapon Skills and Spell Skills now increase minimum damage up to a cap of 40% at 5475 skill.

    my only question would be this
    how much is the reitemizing is soe gonna to do to items to make this happen and what are they lowing stat wise to make this some what doable via gear.

    I don't think we'll be anywhere near that cap for a while. It's probably just futureproofing.

    I would think that the flanking would be huge especially if you wanted to take the right side end line, but hey... I might just be so lazy I can't respec from a conversion spec.

    It's a nerf considering right now 100 = 2% so 5475 was supposed to = 100%.

    They basically reduced the effectiveness of overcap weapon skills by 2.5x, not that it was even good to begin with.
