Yeh he said it, but, if theres not server mergers there are gonna lose more people/guilds that they can not afford to lose.
After they lose so many people, guilds will quit, leaving even less on the server. Im not sure what SOE's plans are(as if they ever had a plan) but whatever it is, theres a server merge in the near future, i can promise you that.
SOE are the only ones who know the true numbers of how many people log in each day, how long they stay logged in, what they do while they are logged in etc etc. But anyone who plays the game even for an hour per day pretty much sees how many people stick around to actully "play" the game.
Yes, they might log in for 4 -6 hours, but in that time all alot of people do is talk in various channels to friends...once the frinends leave, they will too.
Gallenite is not a dumb fellow..he says things to keep the money rolling in to SOE bank accout, stating theres no server merge coming means what? It means that people who will still play when the guild they are in right now folds, or loses so many people that they cant continue will look for other server guilds to go to, meaning an extra $50 per character moved to another server. Its all buisness, not rocket science.
So what's up with Befallen now?
Seriously, if they merged Befallen with another server more people would quit because the server would just cease working with all the lag.
