After checking both live and test server it seems that at some point in RoK or TSO (and i totally missed it), CA Hit Bonus of Master II spells was nerfed to be the same as Master I (i clearly remember Frenzied Hits MII being 45% hit bonus but now it's 40% like MI so /shrug), altho with STR 4/4/8/8 on test server the bonuses are as follows:
Frenzied Hits: around +60~100dmg each tick
Mock: +160~200 threat
Kick thinghie: +40dmg and +180 threat
Bloodshower: +60dmg and +200 threat
so values are the same as on live more or less, and apparently spell quality doesn't scale with +taunt base value, or there's some bug somewhere
