I´m a lvl 35 Berserker and they highest DPS i get is 21....Isn´t there any possibility to get more DPS??

Do you mean dps, as in the total amount of damage you are dealing out, or are you refering to the DPS mod (as listed in your persona)?

I mean the DPS Modifier...
Spells i´ve activated:
Battle Chant (Adept I)
Rage (Master I)
Screaming Fury (Master II)
Blood Flow (Adept I)
Bloodlust (Adept I)

Red ones affect DPS-Modifier..
So any tips, suggestions?

You can buy adornments for your neck and ranged weapon, although I'm not sure how much it will be at your level. As you get higher levels, there is a pair of pants, I think legendary, with a dps mod, sorry I forget the name though. Then when you hit level 70 and if you're raiding there are a few pieces like belt of manifestations and planar boots.

But the easiest way to get it, is to group with classes that give it to you, I think coercer and inquisitor do, and maybe a couple others.

i think u shouldn't really care about DPS untill u start hitting lvl 60. Before that if scouts or mages are close to being fully mastered and they know how to DPS they'll just pwn you in the face. with no triple attack no rampage no OW no juggernaut (and from what i can understand no fabled gear) any tips u can get won't effect much your DPS

for now yes, dunno how many hours/day you play, but playing that toon 4 hours a day u should make it to lvl 50 in a week and then u'll start having some nice dps tools (Frenzy and Rampage)
