I am not saying adorn any treasured POS that you get but after doing some research and figuring out where and if there are upgrades for those slots you can easily decide if the 40p you spend will be worth it or not.
The waist slot is a great example for this. Looking at fabled drops like: \aITEM -1166550900 -1160675810:Energized Protector's Shackle\/a
I do not see a real up grade over the faction obtained item:
\aITEM -1562950687 1420769337:Sarnak Utility Belt\/a
So I think it would be well worth the money spent to place an adornment on this item. Wrists are a bit trickier due to the larger selection, somewhat comparable stats and using those slots to exchange out depending on situation or group setup.
Edit to answer your question -
I imagine that by the time an upgrade drops for 1 of the three slots that allow the fabled +CA adorn and bidding DKP against others that could equip those slots more than likely you would have killed more than 40+ raid mobs that give around 1p each. Thus paying for the new adornement.
