power: throw away the phantom handles, you're losing dps by not using vampiric or another dps proc. honor among thieves is the ONLY power proc/clickie/effect i use, and on 95% of the fights thats MORE than enough power. only time HaT can fail for you is when the mob has a damage shield and most of your intercedes are getting soaked up by that (then again, have a damn druid strip it).
haste: haste options still suck in RoK if you aren't in a hardcore raiding guild. overking cloak and VP ring are the only 2 scout haste items in the expansion, period. otherwise there are the various cloaks (2 from MMIS, 1 from CWM, 1 from T8 mastercraft).
fencer vs DW spec: if you have one weapon that is significantly better (>5%) than another, try the fencer spec. otherwise, the DW spec still works just fine.
timing CA's between swings: fuck that. unless you have the exact same group and no temp haste procs/buffs from that group, you'll never be able to settle in on one hasted delay. thus you can never accurately time CA's, or even choose a weapon to work into this.
using two diff delay weapons: see above. irrelevant. just spam your CA's.
groups: mage group is your friend. fury+illy are the best two buffers you'll get if you dont reliably get put with a dirge. oh, and guess how many of our CA's count as spells (and thus will proc troub+wiz procs)? just guess. =)

Last time i checked it was racial, single target snare, ae snare, have i missed something?
But still if you'd get to choose between mage grp (always fury+illy+warlock+troub and a necro most likely) and OT (zerk+inq+dirge), your choice? I'm currently in the mage grp and happy with that, but ot is somewhat sweet too (we run swashie there and whoever we come up with, one free slot..is it really worth switching?)
HaT still gets screwed on mobs with undispellable dmg shields like first 4 nameds in PR (not needed there ofc but still), twins in kor-sha and sathir/overking. Still I rely on it mostly, but getting screwed repeatedly at low mana is annoying.
And btw, any idea of countering cnockback damage shields at mobs like twins in cor-sha? I'm exiled so no anti-stun tokens (so no obvious way of countering the stun and controlling your flight not to get thrown too far away), including the tank getting kicked as well due to needing to intercept them after memwipes..

Taunt and double up works wonders on this combo (but not worth it)

spells:
single target snare
encounter snare
single target taunt
AA encounter taunt
double up
thugs
evade
hideaway
defense debuff
those are all spells (able to be reflected by mobs with reflect shields)... but not all proc the mage/troub stuff. i know for a fact that both taunts and both snares will... evade will not.. i forget if hideaway does, and i've never actually looked to see if double up will proc it. either way, thats 4 definite abilities that will proc precision+ice lash.
mage group is just a lot of fun. =)

as does cheap shot, but can't really use that on a raid. hood of thugs may, as i've had it reflected, but can't remember using it during PotM or gift. (oops, didn't see it listed above)
fun stuff. hideaway, when reflected, will cause everyone targeting mob to lose target. least i think so, i remember when i used hideaway on 3rrd name in FH everyone suddenly said "wtf? i just lost target on * i forget his name*"

yep, not only does it cause them to lose target but it also stealths the mob... its hilarious on leviathan =)
protip: our taunt strips leviathan's reflect shield... until the next tick when it's recast. use that info however you see fit!
