There seems to be no particular order in which you need to do the quest. There are several things you need to do though.
To get Stanos to spawn, find Anson McBale in the smuggler's camp in Highhold. Say to Anson McBale "I need to see Stanos." Stanos will then spawn and give you the rest of the quest. Ask him about his story.
Stanos asks for two notes. The first is on Founy in Kaladim and the second is on Tani N'Mak in Neriak 3rd Gate. You need to pick pocket then to get the notes. You should have at least a 200 skill to do this. Return the 2 notes to Stanos. He will then give you a note to take to Eldreth in Lake Rathe.
Take to note to Eldrath, and he will ask for some milk and 100 pp. Give him two bottles of milk and 100 pp. He then gives you a note to take to Yendar Starpyre in Steamfont.
Hand Yendar the note from Eldrath and he will give you another note back and ask you to fetch the book of souls for him. This spawns in the chambers of the Maestro in the Plane of Hate. After getting the book, hand the book and the note back to Yendar. Make sure you have a lot of friends nearby, because this will spawn a powerful Mob named Renux.
After you kill Renux, loot the Jagged Diamond Dagger and the Translated Parchment. Take the parchment to Stanos back in Highpass Hold and he will give you a Sealed Box. Next take a raid to the dark elf house in Kithicor Woods. Give the box to Coercer Q'ioul and General V'Ghera will spawn (much like how the fake Trakanon spawns from the skeleton in the Bard epic quest). Take plenty of caster DPS as he is a little on the mean side as he is very magic resistant but weak to poison, scent (necro/shadowknight spells?), and fire spells. He will drop General's Pouch and sometimes Cazic's Quill. If he does not drop the quill, you will need to do this subquest (good idea to have it done anyway, so if the the general doesn't drop the quill you will have it already):
Get these four robes: Robe of the Kedge from Phinigel Autropos in Kedge Keep, Robe of the Ishva from Ishva Mal in Splitpaw, Shining Metallic Robes from Ghoul Archmagus in Lower Guk (dead side), and Robe of the Oracle from Oracle of K'Arnon. Take them to Vilnius the Small in West Karana and he will give you Cazic's Quill.
Vilnius the Small is located in the Northwestern corner of the zone, near the Queynos Hill zone line (approximately +150, -6700). There is a bandit camp located at the bottom of a hill, ontop of that hill is where Vilnus will spawn. He has a placeholder, a Brigand (DO NOT KILL HIM). The Brigand will despawn at 7pm and Vilnus will spawn at 10pm.
Take Jagged Diamond Dagger, General's Pouch, and Cazic's Quill back to Stanos and he will give you Ragebringer.
