Race for brigand depends on how you want to play really. For example, for high dps, a dark elf would be the best choice because of the temp buff they get and poison proc. Barbarian would fit a tough tank-like brigand because of the stun they get, the health boost, and the +defence when below 30% health. Kerran has some good utility: a debuff and three racials for run speed.
I like kerran the best for brigand, but that's mostly because they look the best, and don't have a SOGA model.

Humans get a shitty + skills boost and a pacify like a cleric (which to be honest comes in handy when shiny farming)

Got some interesting numbers from eq2players. These are the brigand race populations on Nagafen only:

Arasai - 676
Barbarian - 251
Dark Elf - 1314
Half Elf - 801
Human - 490
Iksar - 497
Kerra - 594
Ogre - 212
Ratonga - 2013
Sarnak - 259
Troll - 209
Gnome - 515
Erudite - 45

Looks like ratonga and elves are the clear winners. I was surprised at the low numbers of ogre, troll, and barbarian.
