well i can imagine it beeing quite usefull for t1 to t3 zones and vp trash, aswell as soh trash and maybe the first 3 or 4 nameds.

other than that wouldnt recommend it on avatar fights

There are basically 2 or 3 fights that I don't wear the choker on. To answer the AR question, no it doesn't break AR (nor stealth).

Sans the Crit robe, this is one of the biggest impact DPS items available (it effects both CA's and procs apparently which is around 45-55% of your dps). If your healers cannot keep up with healing you with a choker on you're either in the wrong group or the wrong guild.
