Plus, OP guy asked for items he would have access to if he doesn't raid avatars (I know Tangrin isn't an avatar, but thats semantics).

Imo, even the EMpowered Talon of Milyex is nice in damage spread, stats, delay and bonuses it lacks procs.

Imho best offhand weapon is Lifespike from SoH (LootDB.com | EverQuest II Item Database - Lifespike, Stiletto of Ruin) and 2nd best is probably Battleaxe of Venom (also from SoH, LootDB.com | EverQuest II Item Database - Battleaxe of Venom)

Note: these are not drops from TSO, haven't found any good ones from raid zones we're able to do as of yet (ToMC, palace).

the ax from the thet doesn't seem terrible, I've been using that, the cleaver from the sig quest also seems a viable choice

Not necessarily, but lets say - I prefer weapons which do have a proc + nice dmg spread and delay.

I don't have lifespike but judging from the zw dps of the proc on others in raid it is usually ranging from 100-140. You said no good drops in tso? The sabre will parse higher in raid than lifespike.

Lifespike is no way better than the BoV in terms of making damage. It is a decent Swashie-weapon not for Brigs. Maybe for soloing.

I don't agree there...I got both and Lifespike parses very slightly higher...but mostly it adds some usefull heals to the whole raid. so Lifespike is the same if you look purely at dps, but it gives more if you looks at the whole picture.
