Ive seen it drop in Karnors Castle but lost the roll on it to another brigand lol. Got it in Veeshans Peak then off a named

I bought mine ASAP for platonium - i think it was the server disco one.

But have seen it drop since in a PR raid twice... in ROK.

1 time in Vaults ROK

1 time just the other week from the mob in Befallen 3 On the bridge that has the annoying lightning drones that go back and forth.

I bought mine for 130pp - and then looted one a few days later from the three trigger chests in the Twin's room in Mistmyr Manor...

It dropped in a PR raid once, but I lost it to another brig. I can't remember the last time I wasn't the only brig in the raid, but there were three that night.. Damnit!
