At Level 90, you can do a quest that will strip the Mythical Effect into a spell so that you can upgrade your weapon without losing the Mythic benefit.

Stats
Agility is the number one stat for Scouts. Stamina is your secondary ability. The other three do not have a benefit for Brigands
You are looking for Max Debuffing and DPS.
Crit Chance
You need the following crit chance in velious to crit 100%:
Estimated Crit Numbers: (Sarbak)
Heroic ToFS Zones - 150% Crit
Heroic Kraytoc Zones - 150% Crit
Heroic KD Zones - 200% Crit

There are two x4 contested named

Your Multi-Attack should be 150% minimum when group/raid buffed for triple attacks. You actually want to shoot to get this up over 300% for raid zones.
Then you want to work on your Haste, DPS, Crit Bonus, Potency, and Ability Mod. You can bump these up through the use of adornments.
Combat Arts/Particular AAs
Casting order is a hot topic and highly debated.
Your largest debuffs should happen right away in each fight to maximize raid/group damage.
Most common casting orders start out Debuffs - Double Up - DOM
Here are some highlighted skills you should be aware of:
1. Thieves Guild - cast this on an assassin in raid/group for best proc. If you hit 3 CAs within 5 seconds, you give your thieves guild target a 9% potency buff. If you hit 5 CAS within 5 sec you give them a 13.5% potency buff. These 2 buffs stack (and have an 5 sec duration). So pretty much can maintain a 10-22.5% potency buff on a group member. Also, the potency procs work in the other direction as well, so when your thieve's guild target uses 3 CAs within 5 seconds, YOU get the 9% potency buff, 5 CAs within 5 and you get the 13.5%, and they stack. 2. Amazing Reflexes - many raid brigands can stay in almost every named fight no matter what the AoE is
3. Beg for Mercy. Instead of an intercept, this now has stone skins instead. It maintains the hate position drop proc as well. So actually can act as a nice oh shit ability for brigs, or allow brigs to soak up an AE or 2 with AR-procs are being bitchy. (Camryn)
4 Change of Engagement or Sunder - if you are the only Brigand or Swash in your raid, you should have CoE. If you have multiple Brigs/Swashies, then the lowest parsing person should have CoE.
Auto Attack
As Auto Attack is approximately 40% of our damage, you can try to time the attacks:
CA - CA - Pause - CA - CA - Pause... rinse and repeat
