The ONLY think I would want changed with the ability is to remove its reactive-damage component. That is the part I dont like, the mob MUST hit you for any damage to take place.
Keep the hight damage and the hate position increase(s) attached with it. But just change it to an regular CA with no position requirements.

I don't like how, for example, I'll cast it in Eireen's chamber, and during the kraytoc fight if I happen to get killed, it teleports me down to Eireen's chamber. And of course doors don't work when you're engaged so you're kinda just stuck there until the next time he ports everyone.
I also think it's kinda dumb when you port after safehouse triggers, you have like 1 hp, and if no healers can get to you, you're just going to die from an AoE anyways.
wut? Read the description. That's not a bug. Also, if you target someone when you cast it, it'll port you to them. I only cast it on a specific location for Cara in the x2 so when the bitch ports me, I can cancel it and jump back.
Also, Shenanigans (ruse) is awesome. I use it a lot, usually when I pull aggro or to sacrifice myself to save a healer/move a mob out of the raid when tanks are dead. I could see it being more useful but I typically use it once or twice very (3hr) raid night.
