Only with capped str and/or a few proc-rate increase buffs will the zek cloak end up adding a greater overall dps value than the marr cloak.

Any raid brig from a good raid guild WILL be above the soft cap for STR and should be floating at 800+ fairly easy unless they just get some seriously gimp group. They should also be getting some fairly nice DPS mods. That 50 str will do less than you think. Compare your current CA damage to what is is while the proc is active. Then find the difference. Also do the same for your weapon auto attack. Now find how many swings you get in that time allotted for the buff. Now think of what buffs you ALREADY have in a raid. Yours in particular might not be the same as others. Me for example, I normally sit above soft camp for DPS mod so that dps does me no good really. The 50 str? Im usually dang close to hard cap.
Perhaps for a brigand who is not well geared and is in a group that is not well suited, it MIGHT. But for the average raid brigand it will.
