sure there is in a pure dps build. Strength is a fighters primary attribute, increasing both his power pool, and his damage from CA's and Auto attacks. Now if I were rolling at 1250 Strength in raids, I probably would spend the points elsewhere, but typicaly I"m at around 1100 or so, which means I'm not hardcapped yet.
BTW thats only one of my specs, not my "All the Time" spec. My more common raid spec spends the extra points in the AGI line to pick up altruism. That way it gives a more significant benefit to the raid than an extra 20-something strength for me.
