Yeah Blade Chime is melee now, and being that it's a spell based proc, and not a gear based proc, it can and does crit. Helps things out. I did out parse our SK on that particular zonewide.

I have very few proc gear because I spent my dkp on tank gear first. With lu52, my dps actually goes up a little bit. The extra dps from cob is more than the dps I lose from proc gear.
