Will reuse from an AA line + shard mount + item (MMB cloak for scouts for example) stack?

If the combined amounts do not exceed 50% of the base re-use for each particular ability, then yes. Example, you have a CA that has an unmoded re-use of 1 minute. the LOWEST you can get it is 30 seconds, and that would be with 100% re-use modification, so chances are you are not going to cap the re-use mod from gear alone.

but would still DEFINITELY be justifiable if you can even drop your reuse even by 10%... i'm specifically talking about the reuse shard mount...just from a dps stand point. Right?

The re-use shard mount is an excellent choice from any perspective.
