You can install ACT over itself and it won't really affect anything. It just extracts some files and creates a new uninstaller.
A version that old will have different places to hold configuration files etc... the current version of ACT should be able to import most of the old files automatically except perhaps the history database. If you want to restore your old history database, you'll have to move that History Database.xml file to where the new version of ACT keeps its files. Click the App Data link in the About tab of the new version of ACT to find this folder. Once ACT finds the old file on startup, it should rename it to the new system... the other files should already be there by this point.
