This isn't new at all, they used to be in BM. The process for doing it is actually rather simple, simply requiring a data injector.
I’m going to try to explain this from my understanding and put it into words anyone can understand, so bare with me if it’s a bit rough.
Your location is controlled Client-side. Your client “opinion” on certain things overrides the server's.
Speedhacking jacks with the clock cycles. For the most part, you're over-clocking your client, which can get strange results...
1.) To spot somebody using this, watch for warping/jagged movements. The client receives a packet every so often from the server that says "You are at Xx,Yy,Zz, Moving<(headings * degrees, speed *)>" The client then displays that animation. A few seconds later, the server gets an update from the player's client (they're farther then the server thought.) and on your screen they “warp” to the new location as your client gets the new packet data.
2.) Harvesting and CA timers are controlled server-side, so they wont be able to harvest nodes until the server gives the ok. So you cant blame WW firsts on using hacks to deliver mad DPS in 2 seconds.
This is also the problem Sony is having with Duelcores, if the client runs too fast (or faster than the server expects/ is capable of handling) then you get warping.
