It's a pretty silly rule, so I won't throw a fit if it doesn't get changed. 
The rule you read was that the image has to be less than 600x150, but it says nothing about the size of the entire signature. The one we're talking about is not presented at registration, nor is it on the Edit signature page, so you see how easy it is to break this "rule". |

M. Signatures: Your entire sig must not be larger than 150 pixels high by 600 pixels wide in total, with all graphics and text included. Total graphics in a sig may not exceed 500 Kb.

It is not presented to the user during registration nor while you're editing your signature.
You have to get "lucky" enough to stumble upon that thread and actually bother to read it. I suspect 90% of EQ2F users have never seen that thread, muchless read it.
