It has not changed. It was put into action when we created the site. The actual agreement message (vBulletins rules) may differ, but the PM and registration email have always pointed to the rules.

I'd venture to guess that 75% of the users do not read the welcome PM, as it's not something that is required in order to register. In fact, I'd not read it until about 5 minutes ago.

It either has to go in the confirmation email or the rules that are presented to you during the registration process. Nowhere in that process or in the confirmation email does it state the sig size rule or forward the user to a page containing this rule.

Let's move on, boys.
