I feel like a broken record, but it's worth repeating: it's still early in the expansion. Once everyone is geared up, we will probably take a hit and/or slide back down to our typical "rank" in DPS for the variety of fights one encounters during raiding. While SOME mobs seem to be casting more, I don't know that it's going to be enough to make us any more desirable because we still kinda suck for utility and that right there is the deal-breaker.
Nevermind that the uselessness of power drains is something that still remains unresolved. (And that's a big fucking deal, imho. Prompts us to wonder why bother continue giving the blue bar to raid mobs and why bother keeping pdrains attached to a random assortment of our spells.)
So to answer your question, yes, stuff needs fixing. If my guess is correct, two months from now every other class will have caught up and surpassed any progress we feel we've made, and more specifically, melee reactives will proc less as tanks gear up and people's debuffs are upgraded.
The fucked up thing is that some of us cry for DPS because our utility sucks and we see our counterparts capable of parsing extremely well (ignoring for the moment the fact their utility is highly desirable). But at the end of the day, giving us a DPS boost is a band-aid to bigger issues with the class design. =/
