Is the healer wrist from Veksar proccing base damage? description is the same as the mask, but when it procd it didnt change my spell mod in my persona window.

No %-based spell damage proc changes your spell mod in the DynamicData. VWB didn't, neither does Leviathian's Robe nor the Veksar Symbol.
