it has to be equipped, but seeing as you can hot swap items in that slot still, it's not such a big deal, you lose out on 1 or 2 seconds during the no-swap period...

Very nice. But even with the other added bonuses, having 5% constant reuse versus the 15% proc makes the old one a bit better. It's a bit closer for someone who has over 25% reuse and have shorter-recast spells in general, but +20 spell damage and the power proc won't cover the ground versus 15% proc (if you get it to proc at for at least 80% of the time) for coercers, and probably not for most classes.
