Ok, let's start compiling what we know to date:
1) The quest starter, an incandescent wand, is a no-trade body drop off of mistgoblins in Kunzar Jungle. Any mistgoblin may drop it. You can right click and use the wand to initiate the quest.
2) The sentients are anything that can speak, the sathirians or goblins work. The updates are silent, so your quest only updates when you've killed a randomly determined amount, usually 20-25. After killing enough you'll get a quest ding, use the wand again. After each of these quests if you don't have another quest, just use the wand and talk to the shard of Leandre.
3) Laelium is found in Starcrest commune, a private instance two doors from near the bank/inn in a house. Once you get into the instance, there will be a shade - Talk to it, and follow the event, at the end you'll need to kill him.
4) Fulania, the next NPC, is found in NFP in the mage's guild, the Academy of Arcane Sciences, down the elevator and then in an instance through a door on the upper left. After the dialogue examine the corpse, then consume the giblets.
5) The updates for the dominated fishmen come out of Chelsith. It took me and a fellow coercer around 25 updates, but updates are silent and random.
6) Pietre, a Dark Elf NPC is in Neriak, can ask a guard. He is located past the Spires of Innoruuk, and before Death's Grotto, near the Barber Shop.
7) Now time to gether three stones.
a) The fear-imbued coldstone is in the laboratory and study in Sebilis as a body drop off the students and researchers.
b) The firestone is in a clicky elemental pool in Karnor's Castle, at the Scrying Pool, which is near the Brittle Watcher at loc -45, -56, 108. Just click on the pool to collect it.
c) Hingestone is a clicky update in Chardok. (Loc 900, -23, 263) You have to clear all the way down to the palace and have green/blue/red portal access (or someone with). Once you get down to the palace you will notice it looks just like Kor-Sha zone in. The hingestone is up to the left staircase in the room there with 3 ^^^ Sarnak's. Its sitting on the bookcase thing. It looks like a small orb on a stick. (Strong suggest a group to get this, though not impossible solo, its EXTREMELY difficult solo.)
9) Return the stones to Pietre in Neriak, who sends you to Kunzar Jungle.
10) Kill anything in KJ (I killed raptors) and loot 30 no-trade Impure Kunzar Essences from the corpses. Once you have 30, use them to combine them into a Pure Kunzar Essence. It is not a 100% drop rate, but is very close.
11) Kill Drusella Sathir in Maiden's Chamber and speak to Leandre to get your Eye of the Siren. \aITEM 1658623060 -1917028012:Eye of the Siren\/a This is the end of the group portion,
12) Find Daranus in Kunark - Skyfire Mountains LOC -929, 265, 727. He is towards the VP entrance, sitting on top of a rock skull that is spewing lava. He should be easily noticed by the quest update marker on your map.

Once you defeat these 3 foes, simply activate your Eye of the Siren and talk with yourself through the quest dialogue. Your new weapon will appear in your hands.
