I used to save blink, fear and amnesia for panic situations, but now I mostly drop amnesia right away. The extra range over mezz gives a little edge also, but again, if it looks like a scrub, and I'm the one dropping him/her, I mezz right away.
Never try to get "everything" on a mezzed target. Just the important ones (miti debuff cmind, either spell scourge/hostage or both depending on target and then root).
You want to control everything in the fight, most importantly, when the mezz breaks.
I usually break with sonic boom, to get as much damage in as fast as possible, and give me time to hit 1 hemo and the 2 dots, and if all goes well, just continue cycling damage spells
If the target knows his shit, or doesn't take much damage from the first 4 damage spells, I usually cast blink or fear there, to grab that extra edge also.
That's usually it. Targets are usually close to, or below 70% hp's, and reactives, along with me nuking, cyckling hemo, dots and whatever is up for damage takes care of it.
I'm still only using the daze and stiffle situationally. It usually shows pretty fast after I break mezz. If they start ripping me without dying, and root is broken, fear, stiffle/daze (caster/melee), if root still sticks, blink instead of fear.
I'm wearing 3 dispersion items (missing the shoulder still), and the unglued healing neck (allways have to use it, when I'm fighting duos, or a 1 on 1 gone bad. If I'm allowed, that is).
AA's (would have mostly the same for PvE, just rearranged for more dps)
AGI: 4-6-8-4-2 (max defense skill, then chronosiphoning for increasing timers on target)
STA: 4-4-4-8 (subjugation, subjugation, subjugation)
INT: 4-4-8-6-2 (Interrupt barrier ftw)

As for pets, I allways hated pets, and never use them, unless I'm out harvesting questmobs. But I'd never go for anything else, but a caster mob.
Ps. I used to go for full resist and hp gear, to increase survivability, but I just crippled my damage on spells way too much, I couldn't kill shit.
Pps. You will occasionally still get 5 resists in a row. Shit still happens.
You'll have a good run, killing uber-titled scout after uber-titles scout, and then some random noname hunter comes by and stomps you completely. It's random business, this coercer deal
Edit: In the end, all it comes down to, is know who you're fighting, have control
all the time, and only cast what you really really need or want to cast.
