Sorry for the slow reply, replying to these questions:
Why are the set shoulders & legs ranked above the Mantle & Pantaloons? Looking at the stats, to me it seems it should be the other way around? Is it because of the 5 and 6-set bonus?
And how come the Brainless Belt is ranked above the Anashti and Ykesha belts? The +12 base damage alone should put the Anashti belt on top.
1. During the last change, Mantle no longer stacks with Dark Orb or Avatar symbol. Talking to the devs, they said that base damage procs were not intended to stack. Since there are not many better Symbol options, and several of them have base damage, you want to wear those which have the proc and then gain the static +6 off the set shoulders.
2. For the pants, that is based on coercers having at least 3 melee classes in the MT group. The melee crit bonus offered to at least 3 or more melee classes trumps any personal dps or hate you can transfer and thus is more beneficial.
