Ykeshan hoop

Is the ykeshan hoop of pestilence base dmg or SD/CA mod increase.. Some people say its base others say its mod.. lemme know and how u came up with this

If you are at or near the SD cap for a particular spell you can calculate the total increase when you equip it. If you see a full 5% increase, it's base damage. If you see some smaller fraction then it's SD/CA.

My guild member bet me it was base dmg and i was under impression it wasnt. Think we figured out it is not base dmg. Problem solved ignore thread
