Rolling a coercer, just want to know which race to use. So whats the best one?

Thanks for everything so far, well its going great. I want to ask another question. Its relativly easy for me to make it (I know theres not much point lower down but from 62 - 72) what tier setup should I be using?

Whats the cloth armour, whats the jewls, whats the wep + secondary.. charms Iv got ready (CoE + crystal of power).
