I would have responded earlier about this but I thought this matter was resolved (not on the board, but in explanations I gave in channel at some point and in tells with multiple coercers).
You did make some quick mistakes by assuming the amount of the procs without taking into account actual data as well, using what other people said they parsed and not actually testing. Many coercers do this as well, not doing their testing. In each case not simple one fight or training dummy is enough.
Obviously you did take into account people at different sets, but it was pretty clear and people are not so dumb as to ignore the 4 set bonus. I assumed that people were talking about 1-3, 5, or 6 pieces, places where it would be a close comparison.
Clearly at 3 pieces or lower it's better to just wear the HoDD for everyday use and most of the instanced raiding zones do not see a significant defensive improvement from the helm alone. The exception would be any trauma-based AE's. Kultak, Tyrannus, and perhaps Tythus, they would know this. But on trash the HoDD is better and there's no downside to it. When you get to the 5 piece, it's another story as well. You cannot overlook casting haste, I always factor in some value to it, it may be very low and on a diminishing scale, but you may be surprised at how much the little benefits add up if you're not capped.
The proc also is a bit underrepresented by the people posting here. I can still reach 160-190 easily, perhaps my casting order has more fast cast spells or I have more reuse, or I have less lag. Who knows the reason, but everyone's slightly different even without the gear being a direct factor. However, I do think the 5 set is a clear winner along with the 4 set.
As to the 6 set I disagree and still would choose the HoDD depending on the average coercer's setup. At this point the crit mit isn't an issue, and the dps may seem the same, but on harder fights you'll see more benefit off the DPS/transfer/proc/haste unless you're over 112% raid buffed crit, then you might want to swap back to the set helm.
I usually don't write this much anymore because as I said people who play the class already know and understand this, sometimes people argue about it on the boards but this conversation is nearly 1 month old. People don't need to post numbers or even comparative analysis, but should share their personal experience and in the end, should test and resolve things for themselves with live data. No one, not even me, should really just step in, say "this is the one and only answer" without testing it on their own - which is why I had an answer on the day this came out, I went around to test it (and I hadn't been playing my coercer much, and by the time I did this answer was resolved). And it was resolved within the general community. We even moved on to different topics, you'll notice no one asked if the original question had been answered, because it was.
